Report a translation problem
In your case the former starter edition costs £41.99 which amounts to £25.19 when applying the 40% discount of the bundle. That's more or less the difference between the amount which you should be paying and the amount which the cart is charging you(the difference is probably some kind of rounding).
I notified the developers about this, but it sounded like they think it could be a steam bug. My recommendation would be to wait for the next sale. If the discounts are the same as during the last sale then the bundle will cost you only about £7, despite this error(without the error it would be £1 cheaper).
They will blame Steam but it's entirely down to them to manage their SteamWorks account and from what I understand, this is not a new issue. At the end of the day, it amounts to false advertising.
Paradox Support: Steam is responsible
Steam: The base game involved in the Ultimate Bundle is slightly different from the base game involved in the bundle I already own - that´s why I have to pay twice. The lady from steam didn´t answer, why they advertise and sell with two different prices (which could be problematic from a legal standpoint).
At best it's misleading.
The response from Steam was "buy it for the wrong price and we'll refund you".
That´s interesting, since they didn´t want to give me a refund three weeks earlier.
