On the store page I get an offer to complete collection, get the final 4 DLC for 13.99 (81% discount). However, when I add to card my total is $35?

Any thoughts?

Are you adding them to your cart separately or are you trying to buy the ultimate bundle? https://store.steampowered.com/bundle/22085/Europa_Universalis_IV_Ultimate_Bundle/
You need to add the bundle to your cart to get the discount from the bundle.

If this doesn't work, can you show a screenshot of the bundle in your cart?

How do you add pictures to comments?

The easiest way would be to post the screenshot to an image sharing site and then post the link here.
If you can create a steam screenshot, you can upload it to steam and post the link here and steam will automatically add a preview image. But I don't know a way to make a steam screenshot of the steam client itself

I submitted a help request to the winter sale. Not sure if that will go anywhere.

I had the exact same issue - the Ultimate Bundle (of which I already own 14 of the 20 items) was supposed to be £15 in the sale, but when I went to the cart it was asking for £39, so I didn't bother.

I double checked to make sure I wasn't doing anything wrong, or misreading the store bundle type, but I definitely wasn't - the price was just wrong in the cart.

The sale is over now anyway. :(

I send a support ticket to them with screen shots. We'll see what they say. If they don't offer the deal, then I'll just wait and keep playing at version 1.33.

I got a generic response implying that they can't do anything about sales during non sale events. I responded that this seemed to be a technical/programming issue, hopefully they will fix that so next time it will work properly (advertised/stated cost equals what appears in the cart).
Maybe the issue was that the sale was already over and the information had not yet propagated to all systems and some discounts were still applied in some places, but not in others.

I was doing it at 12:40-45 EDT which is 15-20 minutes before the sale ended.

The same issues is repeatable now, I can see an offer for the EUIV Ultimate Bundle; price offered is around $41, when I put it into my cart the price goes up to around $71.

Can you post a screenshot of this? Then we could calculate which price is correct

I'm confused. These photos still show discounts. And they don't show the actual cart. The first photo shows a price, but it doesn't show which DLCs are included in that calculation. The second photo is just the message which confirms that you added the bundle to the cart and it shows that you won't receive some of the DLCs. But if you would actually get all the other DLCs, it should be more expensive than 35.20 USD, because you seem to only have the free DLCs and the base game and the price for the full bundle was USD 43.72, so without the 4.99*(100%-75%)=1.24 for the base game it should be USD 42.48

Price and discounts are different values

I have the same issue as well, even though the sale is over.

Looking at now - the way it says, "If purchasing for yourself, you will not receive an extra copy of..."

This suggests the cart is treating it as a set bundle (where you have to buy everything in it, even if you already own some of the items), rather than a dynamic bundle where you use it to only buy the items you're missing.

If Paradox reputation wasn't so exceptional (?) I'd almost feel this was a tactic to try and trick people into paying more than they should...

Overall it looks like a Steam store error and somebody (Steam or Paradox) needs to reset it so that it actually works as a dynamic bundle again.
Weird, no issues here. Picked up the last 3 DLC's I was missing (Lions of the North, King of Kings, and Winds of Change) via the Ultimate Bundle for only 9 bucks, no problem at all.
