Create the Ghilman mission

I'm playing Zoroastrian Persia and can't figure out the "Create the Ghilman" mission. Needs 12 provinces with the Caucasian culture and military building. I chose Circasian provinces because they are under the Caucasian label according to a wiki but it doesn't work. I've searched for the answer to no avail. Anyone know how to accomplish this mission?

The wiki describes its completion conditions pretty clearly:

The country owns at least 12 provinces which:

Has a culture in the 'Caucasian' group
Has any Manpower building
Has been developed at least 2 times

I did it six months or so ago and it worked fine.

I think it must be the Caucasian culture that's not working for me.

It needs to be georgian etc., you cant culture convert the provinces.

Thanks, Mr. M. You're right. Button is greyed out with the message: "You cannot convert the culture of a province that has separatism." I wonder if I release Georgia and Circassia if their culture would revert and I could conquer again to get the correct cultures. Sounds dubious. There aren't any "caucasians" any where else on the map that I'm aware of. This was an achievement run and it looks like I'm screwed.

What happened with all the caucasian provinces in your game? In 1444 there are 26. You can see them in the culture map mode. When you click on one of those provinces, they will get a color according to their culture and the provinces of other culture groups will become grey, so it is easier to see which province is caucasian.

Provinces with Circassian culture will definitely work. Did you also develop each province two times?

...you need to switch to the culture map mode in the bottom right. Every culture has a so called "culture group" in which several cultures are put together. They have the same colour on the culture map mode.

"Caucasian" is the culture group for georgian, circassian, armenian, dagestani. I only chose "georgian" as an example hence the "etc"

I really doubt you converted all those cultures unknowingly so there is no way that you are screwed. Even if somehow you did, you can convert them back to the original culture for cheaper.

As for the "Separatism" part - you DO NOT want to convert the provinces. They HAVE to be in the caucassian culture group.

They are all Persian culture now. How would I convert them back if the conversion button is greyed out? Waiting 20 years for the separatism to be gone will help?

Why are they all Persian culture? What does the tooltip for the greyed out button say?

Did you convert them? If so, why do they have separatism?
