When I do play 4k full screen I set GUI Scale to 1.5 and works just fine. Granted I have a 48 inch monitor though.
However, I just found out that the "Proper 4K UI Project" mod works, even though it was not updated for the latest version.
Now I just have to decide, if I want to rely on a - probably abandoned - mod, when clearly the developers should fix it.

AFAIK the mod has a few issues with UI elements which have been introduced in recent versions.
But if you don't need an x2 scale, you could try https://steamcommunity.com/sharedfiles/filedetails/?id=3290499798
That's a fixed version of the original proper 2k ui project
Its not a blurry photo, are your eyes broken also? The UI is pefect size.
