Switching from animist to Nahuatl to Mayan has issues

Have been trying to get 3 mountains by getting aztecs mission tree, then switching to mayan to get ccr. Whenever i switch to mayan, i don't get reform bonuses at all. No reforms window, no bonuses in country modifiers

It is bugged. AFAIK you can only become a fully reformed nahuatl/inti/mayan once(either by starting as primitive and reforming your religion or by switching to that religion while having a non-primitive tech group). If you switch to a primitive religion later, you won't get the reform bonuses again.

Tested trying switching to animist back, then getting mayan. Unfortunatly it does not help. RIP my Ryukyu aztec trad mayan run

You could just stay nahuatl. Or you could become Hindu to get CCR from their deity and the monument
