If you want it somewhat interesting, go something like religious + black shamanism --> DIP idea --> admin and stay Tengri, since you're the only nation in the world with Tengri. Alternatively, go with yellow + humanism and even though you can't convert crap, you'll have +2 or +3 heathen tolerance most of the time which means you'll be on 100% religious unity and decent unrest resistance for every.
If you want to power game it, take one of those decisions then incite Sunni rebels and switch to that.

There are two things you need to look for in a war:
1. That your Karma won't drop below -25 if you declare (unless you know you won't get another war in a while, or that in lands in a small area of that number. Having wars declared on you also raises the number so if you fall just out of the range it will bump you back up into the bonus zone). If you absolutely must declare that war it's ok for it to fall under -25, so long as it doesn't hit -50. There are no penalties for being in the in-between zones.
2. That they have other nation's cores in their territory. Whether it be emergent nations or conquered enemies, any of them will help your cause. Always release more provinces than you take; you should always come out of a war with more Karma than you started with. The peace deal screen will tell you how much Karma you gain or lose so that's a good way to keep track. Release large nations if you can afford it, not only will it give you a lot of Karma (8 per returned province) but it will also help to weaken your enemy for the next war. A thing to keep in mind though is that you have to return more cores than you take, the 8 per return is offset by the 10 per take.
