What do you mean? There isn't RNG in that one. Some buggy design in places, but no RNG. You just need to have 50 absolutism while you don't have any of the T1 reforms "Elective Monarchy", "Great Sejm" or "Polish Elective Monarchy", and to have started as Poland in 1444.

If you can't get rid of the reform, yeah there is an issue where if you click some missions in the wrong order, then the game never triggers the "Struggle for Royal Power" disaster because it's waiting for an event that can't trigger. I don't remember the specifics, but I believe you can fix that by revoking the Golden Liberty privilege.

If you didn't started as Poland, well you'll have to go back to 1444.

If you fullfill all of those conditions and still don't get it, then there is a bug or achievements have been disabled in your save somehow.

What do you mean with RNG? You just have to play until the Age of Absolutism, letting 'The struggle for Royal Power'-disaster trigger and end it the right way. Just always choose the option that spawns rebels until you can end the disaster. Other than that you just need 50 Absolutism.
So there is no RNG involved, it is all about your decisions.

Yeah seems like i chose the wrong options. :(
Did you end the disaster with the outcome which keeps the elective monarchy? There are various other ways to lose the elective monarchy reforms. E.g. you could become revolutionary or the emperor of china or you could form a country which gives you a new reform(e.g. Prussia or the Roman Empire) or you could switch to a different government type

"Polish Autocracy" is not the name of a government reform in vanilla eu4. What's the exact name of your tier 1 reform? And what does the tooltip for the achievement say in the ingame achievement list?

With that reform you should get the achievement. Did you have a look at the ingame achievement list?

Oh weird. I already gained it in 2016. So this was Steam's fault it showed it wasn't unlocked.
