after this reform there is only one left, the hre vassals do not count on this reform and how can I force other non hre but ex-hre members to join the hre? I though if I vassalize them they would also join, but its not happening and there is no interaction to make them join. What I need to do in order to have there lands to be hre vassals? I can think of attacking some non hre, cede their provinces, add provinces to hre and release? is this the only way? thx

you can use the expand empire cb but they will not become your vassal.

As far as I know the only way to acquire vassal is through the diplomacy screen

Can't annex? I means as england I know control more than half of ireland without firing a shot

Pretty sure subject nations are excluded from joining the HRE (for fairly obvious reasons).

You can annex a conquered nation, core it (diplo-annexing combines these steps), add its provinces to the HRE, and then release it if you absolutely have to have it as a vassal after you've revoked the privilege. Or you can just feed existing swarm vassals land from your conquests. You don't need new HRE nations to make the swarm stronger, after all.

yeah, this was the only way how to somehow do it, but this casus beli was only on small nations available. Anyway I clicked the last reform rather than this:D
