Looking for mod for increasing A.I agressiveness.
Looking for a mod because campaign after campaign i can often play for hundreds of years without a single war being declared on me or my bigger neigbours. Even on very hard difficulty.
Seems like A.I only declares when they will win 100% but even if they have the upper hand they don't declare always.
Even when a nation lost 100% of their forces and is at basically 0 manpower, neighbours don't declare war, bankruptcy -> no DOWs either.

One of the reasons why they don't declare might be because they don't have a CB and often haven't fabricated any claims to begin with. but even with plenty CB's, bad/neutral relations and the target being weak, sometimes they just dont DOW.

even if there is not a mod for what i am looking for i am willing to make my own mod, I have done so before in EU3 by just changing a few values here and there and overwriting the original files. I just need to know what files to edit and where to look if there is no such mod. maybe this time without overwriting anything but doing it the proper way

I really wan't to see the a.i beat each other down even for only minor gains and seeing status quo more often would be ok too. And getting attacked once in a while would be nice too.

If you want to make a mod by yourself then consider the following:

1) Add these to all ruler personalities:
underestimate_ae = yes wants_threaten_war = yes wants_excommunicate = yes wants_land = yes enemy_strength_multiplier = 0.0 war_chance_multiplier = 1000000.0

2) In defines.lua change these:
AGGRESSIVENESS = 10000
GOVERNING_CAPACITY_OVER_PERCENTAGE_TOLERATED = 100.0

Those changes will make the AI much more aggressive. Tune "enemy_strength_multiplier" to define how strong alliance isn't still strong enough to make the AI scared. "1.0" is the default state and "0.0" means that AI doesn't care how powerful the other nation/alliance is.

How do I change this? I couldn't do it in command, so I'm sure there's a file that I can edit. But which file?

You should do this in a mod. See defines overriding on the wiki about how to change individual defines. And for the personalities, you just copy the file with the personalities to the same folder in your mod and add these lines
