Monarchies are stronger in the long-term if you play the Royal Marriage into Personal Union game properly. Republics help with rapid monarch power generation if you can keep reelections going consistently without falling into a dictatorship. Which playstyle do you feel more comfortable aiming for?

I also feel monarchy is stronger. Maybe I dont remember correctly, but as far as remember Dutch republic cant re-elect unless it was changed, hence they never have problem with RT, but then again whats the point to play as rebuplic if you cant re-elect.
Also can Stadhouder Monarchy go for HRE emperorship?

Oh yeah, but you can culture-shift away from Dutch/Flemish/Frisian to lose that particular form.

And no, the Dutch monarchy cannot become Emperor because it is still an electoral cycle of rulers, merely one that is more absolutist in structure than republican.
It seems like it's basically a choice between "what set of OTHER government reforms do you want access to" at that point, seeing as the two government types have identical mechanics and basically the same bonuses, the only real difference being one is classified as a Monarchy, the other as a Republic. Stadhouder Monarchy would be better for stacking Absolutism (Dutch Republic appears to advertise a +10 Max Absolutism that the monarchic variant doesn't, but in practice that only partly makes up for the -40 Max Absolutism it gets simply by being classified as a Republic), if you're interested in more meta-heavy blobbing gameplay. Unfortunately, there are simply so many different Government Reforms at this point that it's basically impossible to paint a clear picture of what all you can do with a monarchy versus a republic, at least not in writing.
