The "Growth of Cities attracts Serfs" you already mentioned, it only moves base tax from one province to another though if you go with the option that costs 1 stability (and doesn't effect base tax at all with the other option).
And then there's the "Local Tax Increase" event if you have economic ideas, couldn't find any more event effecting base tax now.
And yes, I know I've seen an event that increases tax base in whichever city has the university, though I haven't yet seen one for the fine arts academy.
