Sometimes you will have to go and "pick them up" with that army in case they are just standing somewhere, but especially if you uncheck that box for your other armies it usually works.
-you either have another group with that box checked
-the army you ve selected is already big and AI, as it should, does not want to stack up because of attrition problems
-ennemy has no army left so AI decides to siege(unlikely, i would bet on second point)
i always recruit a few mercenaries(4-5) to lead allies with a small army to avoid attrition problem, they follow everytime
