How do you change langage?

Normally, in the options of the game, inside Steam there's a way to change the langage of the game. Sadly, here I can't find any and my game is in French and there's A LOT of translation issues. I was wondering, how can I change it in English! I tried to find in the game, I can't and either on Steam...

Open "Documents\Paradox Interactive\Europa Universalis IV\settings.txt"
Change the language line by : language="l_english"

Meu problema é o inverso: abri o jogo e está em inglês. Quero mudar para português (na tela inicial de aceitar termos consegui). Se o jogo não estiver localizado em português, prefiro o Francês que entendo bem!

There is language selector in top right corner of Paradox Launcher next to My Account.
