Can pirate Gotland become new Providence or Port Royal?

Reading through the events it seems that only non pirate nations can become new Providence or Port Royal, I ask this mainly because the Gotland flag doesn't give much pirate vibes compared to New Providence or Port Royal.

(if there was a custom event that turns the flag for pirate Gotland black with the sheep wearing a pirate hat it would be sick)

EDIT: considering Gotland isn't an endgame tag I could complete most missions, then become England or Denmark, become a monarchy or a normal republic and then become new Providence or Port Royal by privateering in the new world.

Is this doable?

I think new providence is released by an event and then you can choose to play with it but you can't form it.

Yes but the event only fires for non pirate nations I think.

But I think you loose all bonuses from previous formables when playing as a released nation so if that was in your mind it doesnt really matter who you play unless it a fun factor thing.
