But as Basso pointed out if they are allied with someone in the opposing alliance they will show green but not come to your aid regardless. Defensive wars/alliance members always take precedence over offensive wars/alliances.
When it is green the ally you want to call to arms will follow you in the war against the one you want to attack and his allies which will be called.
Note that and his allies part.
I had the situation for instance in which I was going to declare a war on the timurids as the golden horde.
I was allied with the ottomans who said they would honor my call to arms.
To test what would happen I did some savescumming.
1. Declare war and call to arms: voila call dishonored.
2. Declare war and wait several days and call to arms: Hey this worked why now?
3. Declare war and call to arms but several days later to check it wasn't something special because I waited: call dishonored.
This is the moment when I noticed something.
Ak konyulu (that blue one) still existed and was allied with the timurids.
When you declare war on the timurids the ottomans don't really care.
But if you drag them into a war in which they can reclaim cores from someone they will be there.
This will happen in other situations as well.
Russia won't help you much in offensive european wars.
But if like Poland/lithuania or the commonwealth joins in against you they suddenly want to help but ONLY if they are in the war at the moment you call them to arms.
This due to 3 reasons which can all cause this:
1. He can't reach you so probably won't bother to join.
2. Distant war which gets fixed by a neighbouring nation joining in.
3. Suddenly the AI gets a personal reason for coming in. They have cores/claims on an enemy and/or are rivalled to one of them and want to help you beat them up.
In short, NEVER use the auto call to arms button but wait a few days until your enemy's allies have joined and then call your allies to arms.
some of what you said is useful advice but there really is a bug in the current version where allies randomly dishonor your call to arms when using auto-call. opting into the beta is enough to fix it. if theres a green checkmark then they'll honor it, its as simple as that after the fix
But the most important thing i learned so far: don't ever get into a war against France or Austria.
I first played as Burgundy and now as Savoy and both stand absolutely no chance against the bigger nations.
Also the AI cheats and gives itself 5-6-4-2 generals and i get something like 3-1-2-0. Because having three times more troops isn't enough.
Its probably due to their high army tradition.
So ally France and kick Austria = win/win
Also, the AI spends A LOT of their mil points to get good leaders and some nations have national ideas that help them with leader stats (not to mention everyone takes the offensive idea for a permanent boost in leader fire/schock/maneuver).
So that's what army tradition does. Good to know.
In my newest game i (Savoy) had an alliance with France, but the broke it, because i owned Provence and Avignon.
army tradition does a lot of things. one of those things is improving your odds of getting better generals. france usually stays at a high army tradition and has national ideas that buff their army. on top of that if you're playing with historical lucky nations or ironman mode that forces lucky nations then france also gets buffed from the lucky nations bonus
There was an AAR a while back of someone being successful with Savoy and winning wars vs France early on. This was in 1.5 of course and france is a little stronger now. But he just holed up in the Alps and the first war lasted for several years he said until he got enough WS to get a favorable peace. Then after that each consecutive war got easier.
Do you share a border with France and control the Savoy region? In older versions any Italian border or control of the Savoy region would almost always lead to conflict vs France. In 1.6 this might be different.
