Can't change culture in provinces anymore

...because of Nationalism. What exactly does that mean? I can't change the culture of a province as long as it has nationalist rebellion risk? I thought culture converting is a tool to PREVENT nationalist rebels?

Could't it be any kind of event present? Like X years natinalism while you cant change culture.

Its not only nationalism but also cant change coulture of existing countries,which is sooo stupid .

Ah well now i saw it. The province i want to convert to my culture has nationalism until 1527. Hm. Seems I have to handle those rebels until that date.
