Cologne guide?

hey ive been wanting to try and form Westphalia as cologne and i was wondering whats the best way to go about it i normally go attack Munster or that purple nation whose name escapes me but i can claim it first then i try and attack hesse or Trier(think thats the nation) but when i go after Cleves it is always allied with Burgundy so i was wondering if anyone has any guides or strategies to use as cologne.
