WTF is a playset
Game fails to launch and wants me to pick a playset. then tells me some mods are not for this version. I dont have any mods. I cant launch offline either. So if the game wont launch Stream need to give me $150+ bucks back.

verify integrity of the game cache and if that doesnt work try to reinstall, the game is like only a few gigs

A playset is a collection of mods. If the game tells you that some mods are not for this version, you definitively have mods installed.
you can try to unsubscribe from all mods(open the workshop in the steam client, click on "Browse"->"subscribed items" and then on "unsubscribe from all") and remove the files "launcher-v2.sqlite" and "dlc_load.json" and the folders "mod" and ".launcher-cache" from your "Documents/Paradox Interactive/Europa Universalis IV/" folder. But it also removes any launcher settings and playsets and the information which mods and dlcs are enabled.

So I cant erase it from my computer, when I delete all the files and reinstall it it still has 2 dead mods and saved games. Even if I erase it from my hard drive.
There is some old GOT mods that no longer exists, but also cant be deleted.

Did you use the "unsubscribe from all" button which I described? It should get rid of mods which are not on the workshop anymore.
But if you still have old save games, it sounds like you did not delete all files. Or are these cloud saves?
local saves are in "Documents/Paradox Interactive/Europa Universalis IV/save games"

So I deleted the game from all my hard drives, uninstalled it and than installed it and even got the prompt to agree to paradox terms of use(as if it was a brand new game). There are no mods. No saved games come up. Clean install. But I am still getting a fail to launch in a red triangle with an explanation mark inside it. Cache is fine/verified.
I went over to paradox and all of the comments and messages from similar issues didnt help(most were 5+ years old). All my other paradox games work(as well as all my other games on Steam). I dont know what else to do.

So you don't get the message about outdated mods anymore? That's some progress.

That's something which you didn't mention before. The error "launching the game failed" can have many sources. To narrow it down somewhat, try to start the game from eu4.exe (eu4.app on macOS) . If that works it is a launcher problem. If it doesn't work it is a game problem. In that case, please tell me how far in the startup process you get(what is the last thing that eu4 displays) and if you get any error message.

If you get an error message about a missing VCRUNTIME or other dll file, please try to (re-)install the microsoft visual c++ redistributables. You can get the latest version from this website[docs.microsoft.com] or directly download the installer from this link[aka.ms]. There is an arm version(ARM64), a 32bit version(x86) and a 64bit version(x64). Current eu4 versions only need the 64bit(x64) version.

Did you try to search for the exact message how it appears if you switch the launcher to english and told the search function to show the newest results first? Then you should have found hundreds of more recent threads about this topic which could have helped you. That would also have avoided finding threads about the old launcher which didn't have that message and had completely different startup problems.

Hi I am having the same problem but I don't understand your instructions. The only place I see "Wrokshop" is under community. From there I don't see Browse or subscribed items.

omg what a noob, a playset is where you choose the mods you have instaled for the game. You select the ones you want to activate

Under community is the right place. Within the image at the top, there is a Home, Browse, Discussion and About button. The Browse button opens a dropdown menu which contains "subscribed items" and when you click on it, you have the "unsubscribe from all" button at the right side.
