But in general I think that the whole burgundian inheritance is too random for how powerful it is. Because it gives you so much power, many players would like to have it. But because of its randomness it creates a lot of frustration for the players. It probably does not help matters that there is a lot of misinformation out there which makes it seem more certain than it actually is.
Yes. You could look at the event The Burgundian Succession in the wiki[eu4.paradoxwikis.com]. Or if you don't consider me linking the wiki a reliable source(quite reasonable, because I might have written an article which I link), you could look up the even in the game files.

This seems to suggest the modifier is added but 14600/30/12= 40 years
The inheritance doesn't have to ruin any campaign. Whatever you want to do, you can do it in other ways without getting the burgundian inheritance. And an PUed France can't get the inheritance anymore(this was also changed in 1.31).
