turned off all mods, renamed the old mod file in EU4, replaced it with an empty mod file, deactived my active DLC to only: Common Sense, El Dorado, Art of War, Res Publica, Wealth of Nations,and Conquest of Paradise; then went to properties (right click) of Steam EU4 , validated the old original EU4 1.12 files, turned on the beta 1.13 from beta tab, downloaded the files again (20 MBytes),and had it launch EU4 when done with the download. {some of these steps might be not be needed}
I gave all of this detail to help others trying to run beta 1.13. My version number is ac14.
My old saved games seem to be incompatible with beta 1.13 so I will have start a new game. Hint to others; when you want to use your mods with 1.12 again, you will have to rename the file with all your EU4 mods back to mod. Another hint, make desktop shortcuts to where your EU4 files are: Users\(your computer USERNAME)\My Documents\Europa Universalis IV. Your mods and saved games are both here.
