You don't need to be a member of the HRE to become emperor, you know? It's "just" a -50 modifier if you are not.
it is NOT just -50 but -100 because no big country in hre bonus either

Option A. Wait until the reformation rolls around, become protestant. Curb stomp whoever the current emperor is, and make protestant the go to religion. Quickly declare war on whoever the emperor ends up being (so they can't make new electors), keep them in a war until you can make buddy buddy with whoever the (probably 2-3) electors are. This is how I became emperor as england.
Option B. Take 3(or 4) electors as vassals. Auto win the election, proceed to start consuming your vassals, replace with one province minors that you surround with your own territory.
You don't necessarily need to become protestant.
After the league start, but before the acutal war erupts, protestant electors are still forced to cast their votes for a catholic nation, and will avoid the current emperor due to him leading the catholic league.
As a catholic PLC you can easily draw the votes of all protestant electors (ally one or two and maintaining good relation with the others). A very good option is to ally and arrange marriage, and offer passage to the protestant leader, as once you're elected, they will not declare war due to the -3 stability hit from the marriage and good relations.
