How to start a Religious league

Playing as Austria, currently at 1559 and there are no leagues. I enacted 5 reforms so can't start wars neither.
Is there any way to force the leagues to spawn?

You may have to wait a bit longer for the evangelical union to fire because it doesn't immediately fire after 1550. The chance of it firing increases after 1575 and it has an even higher chance after 1600. As far as I know there isn't any way to force leagues to spawn.

Keep in mind that the religious leagues can't form if you don't have the DLC or if the title of emperor is hereditary (Passing the 6th reform)

That one seems to be a weird kind of fellow. Most of his comments are just one-word "statements" but i dont see a specific pattern to make him out a troll. He isnt aggressive nor provocative and i see very little reason to do this for "fun". I wont report him, its a rather special case.
