Yes. The bugs weren't even caused by the DLC.

Pretty much all the game-breaking bugs, glitches, missing/placeholder art, etc. are gone now after several patches. Balance is only a little bit better, though. Governing capacity was tweaked so that the A.I. shouldn't implode as often, but there's still problems with mega-dev provinces and Pillage Capital is still sort of broken. The issue with native Americans having supercities by the time the Europeans show up hasn't really been fixed either.

Its a shame really because honestly some of the other features in the DLC like Concentrate Development and Curry Favors are not only useful but even borderline necessary. Some regions of the world like Southeast Asia and Oceania got really nice flavor with new events and mission trees. If you're planning on playing as Majapahit, Khmer, Hawaii, Iroquois, etc. then you should wait for a good sale on Leviathan (prob at least 50%). Hopefully the rest of the balancing issues could be ironed out with the next DLC.

the current state of the game is broken, the ai cant handle most of the new mechanics, the game dont makes any fun, because of that, ai is cheating as hell, dont buy it, wait til they fix it!
the patch version 1.27.2 Drama is the last good version, AI handle the economy strong, it has a challenging lategame... but since then its going downhill

TLDR: Game is playable, but not in the very good shape. Optimization is very bad, especially after ~1600. Leviathan is mostly fixed now (free of bugs), but heavily unbalanced. Base game was in better shape years ago, since AI is mostly unable to use new mechanics added by new expansions.

Expect EU5 (~2023/2024), to finally fix most of the issues.

By the time you get there the tribes in North America will have multiple provinces (some up to 20) with a lot of them having over 10 dev and some even close to 20 - they also count towards overextension when conquered ;)

yeah, the free update portion of the dlc may cause some problems with how the ai was programmed but you can avoid it by just rolling back to patch 1.30, game runs fine there
