Yes. The bugs weren't even caused by the DLC.
Its a shame really because honestly some of the other features in the DLC like Concentrate Development and Curry Favors are not only useful but even borderline necessary. Some regions of the world like Southeast Asia and Oceania got really nice flavor with new events and mission trees. If you're planning on playing as Majapahit, Khmer, Hawaii, Iroquois, etc. then you should wait for a good sale on Leviathan (prob at least 50%). Hopefully the rest of the balancing issues could be ironed out with the next DLC.

the patch version 1.27.2 Drama is the last good version, AI handle the economy strong, it has a challenging lategame... but since then its going downhill
Expect EU5 (~2023/2024), to finally fix most of the issues.
By the time you get there the tribes in North America will have multiple provinces (some up to 20) with a lot of them having over 10 dev and some even close to 20 - they also count towards overextension when conquered ;)
