is there a way to remove the "Revoke privilegia" reform and then immediately enact it again?

They gave him a danish core province with danish culture which belonged to them from the start and the had even lost their core...

And even vassals can give them land...

yes, Papal States is part of the HRE.
but that negative penalty shouldn't hve any real effect, right, ccause it will only happen once i've already done it to everyone else.
actually, this could be an opportunity, cause France and Poland currently has a few HRE provinces. if i can get them to release those first, they could be new vassals once i pass the reform again.
and there's a Netherlands which became HRE after i took all their other regions.

well, not by much force. there was one small battle, and they sent a peace deal before i could even occupy anything
once again, while i was fighting France, Tuscany took Rome and the PS respawned in Ansbach.
i guess i'll just have to do it all over again and kill Tuscany once and for all while i'm at it
