Papal States died and re-spawned on my vassals territory.

i'm playing as Austria. i have the second to last reform that made everyone my vassal.

Tuscany went to war with the Papal States and annexed them. i only noticed that cause i got a possible mission to restore the Holy See, but since i was already at war i didn't take it.

then i see New Casus Belli on Papal States: Nationalism. the Pope has territitory with my culture group. so the Papal States just re-spawned on the province Ansbach. (previously owned by Mainz which is a Bishopric)

i don't like having a non-vassal in the middle of my lands. what can i do to rectifyy this?
since they are now a HRE state, i can't attack them, and they have no allies.

if i take Rome and give it to the PS, will they change capital to Rome, thereby becoming just a regular nation holding HRE territory, so i can take it back?

No longer possible after "Ewiger Landfriede"? I believe the papal state always choses Rome as capital if they get it. But they can't change their capital out of the hre as far as i know.

they don't have any allies at the moment, and since they're right in the middle i doubt the will get any.

so, is that a yes or a no on giving them Rome and hoping they switch?

is there a way to remove the "Revoke privilegia" reform and then immediately enact it again?

My vassal Denmark did the same in my Holland game.
They gave him a danish core province with danish culture which belonged to them from the start and the had even lost their core...

Every humble catholic nation will give the pope one of their provinces if they have lost all their territory in Italy.
And even vassals can give them land...

if i declare war on some nobody, like Serbia, can i then just voluntarily end the war by giving up that reform even if i'm winning?

but if i do that, would i get a "released vassal" relations penalty with them all?

Is the papal stat part of the HRE? IF so you would incur negative penalties with all members for annexing her.

yes, Papal States is part of the HRE.
but that negative penalty shouldn't hve any real effect, right, ccause it will only happen once i've already done it to everyone else.

actually, this could be an opportunity, cause France and Poland currently has a few HRE provinces. if i can get them to release those first, they could be new vassals once i pass the reform again.
and there's a Netherlands which became HRE after i took all their other regions.

if it works. this plan should work, right?

so, yeah. in the end i just took Rome from Tuscany with the "Return the Holy See" mission, the PS made it their new capital, which gave me the Imperial ban Casus belli, which i instantly used to take it back and then give it to my vassal Mainz

well, not by much force. there was one small battle, and they sent a peace deal before i could even occupy anything

once again, while i was fighting France, Tuscany took Rome and the PS respawned in Ansbach.

i guess i'll just have to do it all over again and kill Tuscany once and for all while i'm at it
