When you reach empire rank, all cultures in your culture group become an accepted culture.
The Ottomans already have a cultural union over the Levantine group from being gamestart Empire rank, but otherwise the usual method of 1000 development = Empire applies.
Since it condenses 'brother cultures' into 1 which takes up significantly less space and invalidates accepted brother cultures to just squeeze more profit out of them, you will have to switch outside of that group to another culture in order to get any specific 'head' culture.
Syrian etc. to Turkish (Levantine for both) for example has the advantage of being able to form 'Rum' as slightly faux formable Ottomans without being a Anatolian minor.
When you become a cultural union, all of the cultures in the levantine group will become accepted and have the same unrest etc as your turkish ones.
