the idea sounds nice but is in fact something that would mostly make the game all broken
I think most of the exploits would not necessarily come from being able to use the feature better, but from making the AI react to mothballed armies.
If the AI takes it into account when evaluating player strength, it would be easy to stack all your troops in unreachable regions (3 or 4 forts can protect a nice area), mothball everything, and trick the AI into attacking you.
If the AI doesn't take it into account, you could go way above your forcelimit, mothball most of the troops and still have AI refuse to attack you, while enjoying lowered costs.
