Achievements where you have to play a specific nation say so and the rest ist obtainable with everyone.
So min playthrough wise it's the sum of all specific nation achievements, because the game checks at game start if you play that nation and there are a lot of specific nation achievements.
So i would recommend choose a nation specific achievement and then look what other non-nation specific achievements would be possible in that playthrough.
I mean not only nation-specific ones. Some achs should be easier with one nations and almost impossible with others.
- Grand Armada: own 500 heavy ships
- Bleed them dry: have 10 countries give you war reps (maybe easier with Austria?)
- All your trade are belong to us: highest trade power in Venice, Genoa & English Channel + income of 300+ ducats a month
- Colonian Management: appoint 3 colonial governors at the same time (need Common Sense dlc)
- An Industrial Revolution: All English provences have at least 25 development (need CS dlc)
You can also get One Night in Paris (own Paris) Blockader (blockade 10 ports; easy against Ottomans/Sweden with England) and Voting Streak (Successfully pass 11 issues in a row in Parliament.) with them. Plus a lot of the colonian achievements if you go that route.

You mean like turning ironman on and off in one save? But I guess you'll still need to NOT turn it off if you want achievements.
