You need to have had the event The Pacta Conventa and the Henrykian Articles[eu4.paradoxwikis.com]

Are you maybe a junior partner in a personal union? Or do you use any game changing mods or is your game modified in some way(an unmodified 1.31.3 should have 984a as the checksum in the main menu(not in the launcher))? These are the only other things which would prevent the disaster from showing up in the stability tab during the age of absolutism.

2 game i have event pacta conventa and i dont have distaster struggle for royal power when come age of absolutism(even on list with distasters)

yesterday i start next game now have have year 1650 i have elective monarchy but now pacta conventa not started ;x

I had the same situation. All prerequisites met but the disaster won't trigger and showed that I haven't got "Elective Monarchy" which I had.
So I bought the DLC to check if this would work and it fixed the game but disabled achievements on my iron man. So this looks like new marketing scheme - to pay and play or don't pay and own broken game. Winged hussars special unit are also disabled without Lions of the North DLC. Another option would be to uninstal recent update and play on the older version.

This thread is 1.5 years old. I don't know which problem the OP had, but it is definitely different than your problem, because your problem didn't exist then. It is a bug in the current version that the disaster assumes that people without the Lions of the North DLC don't have the new Polish Elective Monarchy. It will probably be fixed in the next version.

Of course that unit is not available without the DLC, because it is explicitly mentioned as a DLC feature in the DLC description and in the patchnotes.
