I can't speak if the Leviathan DLC is any good since I don't have it, but generally most of the content is playable without DLC, you will loose certain mechanics or events if you don't have the DLC however.
Currently the game does have several bugs they are working out, and some balancing issues that still need to be addressed. Most of the issues will be addressed in future patches, the unfortunate truth is this is fairly common with new updates for any paradox games, but are usually fixed within a month or two, however they allow you to play older versions of the game.
There are still bugs, and not all of them come from Leviathan DLC, many are caused by free 1.31.x patch you can download even without the Leviathan. Sadly most reviewers are unable to understand the difference.
But yes, the Leviathan DLC itself also still has some bugs, nothing major anymore, but most will be fixed eventually. Give it another month or 2 and it will be fine.
If you value your time, stay away from this trash
It was so full of bugs, it looks like they uploaded a beta version by accident.
To play right now, and not be faced by all this bugs, most people sugest you to return to the previous version of the game.
If you are returning to the previous version, it will not be compatible with the last DLC.
So, I would say, don´t buy Leviathan.
When it goes on sale, check to see the reviews. Then you can decide to buy or not.
They certainly nerfed the base game a ton...
As for Leviathan itself, I think that it is playable as of now (patch 1.31.3), but it does make the game very imbalanced and much easier in general. If you want an easier experience, then go for it. Leviathan's new features for paying tall, colonization, leaders, and dynasties are all great, but other features like the new favors system and concentrating development make the game far too easy. It is also worth noting that several bugs do persist, but I don't think they are game-breaking at the moment.
EDIT: Get expansion DLC. Cosmetic DLC is personal preference, but it won't change your gameplay experience appreciably. I view cosmetics as a way to support the publisher, so your decision to purchase should be based upon how much you appreciate cosmetics as well as your opinion of the publisher.
Leviathan's issues are more related to the general update than the actual DLC. Some of the concepts are NOT that bad with this DLC. I am playing an Ironman game on Version 1.31.1 which has worked fine ever since someone fixed the saved file. I got probably 12 achievements out of it including Anglophile.
Come on man. The game is notorious for having a "steep learning curve" and for being pretty difficult and unforgiving to new players, especially new players that never played a EU or perhaps even a Paradox game before.
To the OP - tbh, at first this game can be really frustrating, but if you're into the history of the time period of it and if you do start to get into the game after being savagely outplayed by the AI the 1st few campaigns you do, you will definitely be in for quite an experience, one that you'll easily sink many hours into. This is my opinion of the situation pre-Leviathan.
I don't own Leviathan and have not played the game since about a week prior to its release, but I do own all the other dlcs. I decided to do a "wait and see" approach with Leviathan. Some say its better now and less buggy, others say its still broken, crashes their games, is littered with bugs, etc. Personally, I will probably wait until at least 1 or 2 more hotfixes/updates come out before purchasing Leviathan and I would recommend the same to someone thinking about getting into the game for the first time.
However, like some have already mentioned, you can always get the game and everything except Leviathan, simply roll back to pre-Leviathan game version and play it like that. You should be good to go if you don't mind doing it like that
