What does "military tactics" do?
Yes, it reduces damage, but by how much?
And does it get modified/countered by anything else?

incoming damage is divided by tactics value. tactics is multiplied by discipline

As far as i know, Tactics also modifies the time it takes for each phase when sieging forts. If you have higher tactics then the enemy, your siege time will be shorter while theirs is longer

Tactics difference (calculated from the base value from tech without any modifiers) indeed works like both Siege Ability and Fort Defensiveness.
