Absolutism only comes into play in the early 1600's when the age of absolutism starts. That mechanic doesn't exist before that point. You may have to give up some estate privileges and switch around some reforms to get max absolutism to 100 (or a bit higher as a buffer for temp modifiers). The value itself starts at 0 and you can rause it by stuff like lowering autonomy and usung harsh treatment
For absolutism I would recommend to look for some guides. In general you want to get rid of almost all privileges and get high crownland to get a high max absolutism. And possibly you want to fire the court and country disaster to get an extra boost of +20 max absolutism. But you need to end the disaster with 65 absolutism to get that boost and the disaster itself has a -20 max absolutism penalty.
