Without a strong navy to hunt down enemies, it won't stop them from landing on your island. The best defense is a good offense, they say.
Since i sprinkled my naval defense along the baltic coast, nobody has even come close to blockading anything. Hard to say whether the defenses or the fleets scared them away.
This (it also applies to docks and shipyards).
Also agreed with these guys (I do like shipyards, though, but only if the province has 3+ building slots, because slots 1 and 2 will be a workshop and manufactory and it isn't even remotely worth skipping either of those for the sake of a shipyard - but for my playstyle I like a lot of army mobility which means a lot of transports and a prioritization of taking coastal provinces in peace deals so I can easily land armies en masse where I want them).
Yup. Although I'll keep the occasional shipyard (like the one in Toulon you build for the French tree) if a mission gives it a nice bonus.
You can pretty easily do that without docks though, and naval maintenance on transports is negligible so blowing way past your force limit isn't even noticeable in that regard until you start getting dozens of heavies...
Flub on my part - I meant shipyards, haha! Docks are about as useful as just having an empty slot.
