1.If the Elector is independent and does not join the war, it is "independent."
2.If the Elector is allied to the war leader against the Emperor, it is "not independent."
3.If the Elector is a vassal of the war leader against the Emperor, it is "not independent."
4.If the Elector is a vassal of someone else than the war leader, and does not participate in the war, it is "independent."
5.If the Elector is a vassal of the Emperor, or is independent and allied to the Emperor and joins the war, the Elector is "not independent" if their capital is captured.
That is, in order to dismantle the HRE, it is helpful or even necessary to either ally with or vassalize the Electors, and the war must involve the Emperor and all Electors on either side. This, however, does not necessarily mean all Electors must be at war: an Elector allied to the war leader still counts as "not independent" even if it is not directly involved in the war, and if a third party (including rebels) takes one of the allied/vassalized Elector capital, the Elector is "independent" again. Dismantling the HRE will grant +100 prestige to the war leader, and remove the HRE interface altogether.
You can't peacefully vassalise electors, they have -1000 for being elector. Go for them with Fire&Sword..
Yet i have never understood why people wish to dismantle HRE, it's pointless, in like 200 years you could make them all your pupets with mostly diplomatic influence while expanding outside of HRE..
If one is in a rush to conquer Europe, RP reasons and impatience would be at the top of my list;-)
Integrating vassals within the HRE can be a pain as the negative relation modifiers really add up. Non-HRE countries might want to dismantle to weaken the Emperor who might be their foe.
Europe is a very wealthy and rewarding region to conquer so the sooner you can do it the better off you are. Plus, you can rotate wars on several fronts so it's not like you can't conquer in one region while you are also pursuing goals in another.
It really comes down to what country you are, what your goals are and how one wants to play. I am usually playing a Republic, Muslim or Eastern country so dismantling is always on my to-do list:D
