They've confirmed themselves to have been actively developing EU5 since at least 2020, and have been posting dev diaries in search of feedback and criticism regarding the not-officially-announced game for the last 9 months or so. More info here:

As to whether EU4 is "done" or not? No information either way. The lack of news comes across as a sort of confirmation in its own right, but there's nothing saying that they won't come back to it for at least one final update later.

EU4 has been finished a long time ago. Its DLC production is probably over like it was with CK2 about a year and half before CK3 release.

I've always hoped we'll get a final pass on EU4 that kills as many bugs as possible, fixes the tutorial, and updates the other major starting dates so that they work properly. We'll see.

You never know, I believe a Dev from Imperator Rome did this on his own.
Didnt fix everything but at least they had a go.

There is no reason to think support will completely end for EUIV until after the release of EUV.

But yes anything in the way of major DLCs are likely done.

No one on the Steam forum knows, or, if they happen to be an employee of Paradox, they can't disclose. Anybody's guess/speculation is as good as your own, OP. But the game is completely enjoyable as it is, so there's not really any reason to wait if you want to have some fun with it.

Lol EU5 has not been confirmed!

There have already been 40 weeks of dev diaries for the "super secret confidential game we can't name yet and whose name you'll never guess either." You can find them here: https://forum.paradoxplaza.com/forum/forums/tinto-talks.1171/

They call it "Project Caesar," but everyone knows it's EU5.

They've not officially claimed the game as being "EU5", no. However, anybody who's been paying attention to the Tinto Talks dev diaries and the information contained within - a timespan from 1337 to the 1800's, many army and siege mechanics being a direct copy-paste of EU4, etc., etc. - knows exactly which franchise this game is intended to be a part of (or a successor to). Not to mention the fact that, y'know, Paradox is split into several different development studios each working on a separate franchise, and the team working on this "Project Caesar" just happens to be the ones who have been updating EU4 for the past few years...
