As to whether EU4 is "done" or not? No information either way. The lack of news comes across as a sort of confirmation in its own right, but there's nothing saying that they won't come back to it for at least one final update later.
I've always hoped we'll get a final pass on EU4 that kills as many bugs as possible, fixes the tutorial, and updates the other major starting dates so that they work properly. We'll see.
You never know, I believe a Dev from Imperator Rome did this on his own.
Didnt fix everything but at least they had a go.
But yes anything in the way of major DLCs are likely done.
