Report a translation problem
In any case, the download is handled by steam, so you should contact steam support or post in a steam help forum if there are download problems. You could try to select a different download location in the steam settings. This would help if one steam location has a problem or if the connection between your ISP and that location is overloaded.
If stuff still doesn't work, they uninstalling any and all mods and then repeat with an uninstall and reinstall of the game.
But don't physicallly remove any directories on your harddrive unless stuff keeps breaking and you know what you're removing.
