Joke aside, forming Austria-Hungary is best move, while staying emperor ofc (germany and hre almost same tag)
If you do want to form someone else, then it depends i guess. HRE has good national ideas and i believe the austrian missions stay; Germany has also proper national ideas and the missions are based on the endgame.
There isnt really much that significantly differs from the two, especially for endgame where you should be the strongest power in the world anyway. So just try out what you like. Do not form Austria-Hungary though, just a waste.
Don't do this unless you're role-playing. Austria-Hungary is the boobie prize for a bad Austria run. Get the union over Hungary, stack diplo rep, and integrate them for free instead many decades earlier.
Then, as Medicles said, revoke the privilege and stomp everyone with the vassal swarm.
