And the decision for forming Prussia as Teutonic Order says that it unlocks the "Prussian Monarchy (base)". The "(base)" is how the wiki distinguishes both reforms. The game calls them both "Prussian Monarchy".
But there are probably places on the wiki which don't make that distinction. Feel free to improve the description in those places
1. "Not-Base" is acquired from any formation of Prussia which will yield the Brandenburg mission tree. It begins with a weaker "Early" version of the Militarization mechanic that has weaker effects, and must be upgraded to the "Normal" version via the mission tree.
2. "Not-Base" can complete another later mission to upgrade further to a "Total" version of the Militarization mechanic. This is identical to the "Normal" version except that it has two temporary buffs you can activate if you want to deplete your Militarization (I don't personally think they're of enough use to warrant depleting Militarization, so the fact that you can does not necessarily mean you would want to, in other words, so this "upgrade" is possibly meaningless - it sure is to me).
3. "Base" is acquired by any formation of Prussia which does NOT yield the Brandenburg mission tree. As far as I know this can only happen to the Teutons. Unlike Not-Base, you begin with the full strength of the Militarization mechanic's benefits (identical to the "Normal" benefit strength in "Not-Base").
4. "Base" does not have an option to upgrade and get access to the two methods that the "Not-Base" can get to give themselves buffs by depleting Militarization. They do still get the ability to burn Mil Power to raise Militarization, though, and what's more, it's 10% cheaper for "Base" to do this than "Not-Base". That means that if you don't have much use for the potential activated buffs anyway, "Base" actually yields a better version of Militarization than "Not-Base", because you can boost your Militarization more cost-effectively.
