You get 50 points each time you reelect your ruler(about 1.3 points/month with a 3 year cycle) and all his skills increase by 1. After 5 reelections you have a 6/6/6 ruler and with 3 year election cycles that only takes 15 years. With 5 year election cycles it takes 25 years to get a 6/6/6.
