Can I conquer and core a proivince next to an eyalet?

I'm playing as ottomans and the game does not seem to let me take in a peace deal provinces that are not touching my provinces or on coast and within colonial range. Meaning that I can't core provinces that are next to my eyalets, regardless of whether or not they are 'core eyalets'. Please help

You can only core a province next to a subject if it's on the same continent as you - which, the case of the Ottomans when their capital is in either Constantinople or Edirne, means Europe. Not sure if Eyalets work any differently or not, but if they did use normal vassal mechanics you wouldn't be able to conquer or core African or Asian provinces next to them anyway.

What if its on a different continent, but still considered non-overseas?
