If you want to know if you can get an achievement as a custom nation, have a look at the achievements list in the wiki[eu4.paradoxwikis.com]. If the third column from the right contains the custom nation icon[eu4.paradoxwikis.com], that achievement can be earned when starting as a custom nation.
I created a custom nation in the Caribbean with four islands and Barbados as the capital. The Pirate Republic of New Providence is created by event. To get it to trigger, a nation must have two cities in the trade node, have 5% of trade power come from pirates, and colonize Bahamas (or Jamaica for Port Royal Pirate Republic). So with some careful manipulation, I was able to switch tags in 1460 with the Bahamas as my capital and 40 development. Doing it this way cuts tons of time off doing it a European colonizer.
