Project Caesar is going to use the new version of the clausewitz engine which is also used by vic3 and ck3. Edit: Tinto talk #1[forum.paradoxplaza.com] confirmed that they are using clausewitz when Johan said that every new game is based on an "empty project for clausewitz & jomini".

Using unreal engine would not make sense, because all the map-game specific things would have to be rewritten and these kind of games don't need the graphic capabilities of a state of the art engine. Just using that engine would not even look much better unless the developers also create highly detailed assets to go with it and allow you to zoom in to see those details. But you would almost never do that during normal gameplay, so the development resources could be better spend on something else

Can you define "laggy" and explain how vic3 and ck3 are laggy by that definition and how the unreal engine would solve this?
