EU4: Unable to fabricate claim on neighbouring province

Not sure how to add a screenshot to this post, so I added a public one to my profile. Thing is: as Ming, I want to use spy network to fabricate a claim on a neighbouring province and yet, this is not possible (the option greyed out - see screenshot). There are plenty of neighboring provinces though, and no divide caused by terrain (which I understand from other posts could be one of the issues). I wonder if anyone might have an idea as to the cause for this. Any hint appreciated (I would need this to work to conquer some and weaken the ally)

As far as DLC, in case this plays into it: I have Art of War, Common Sense, El Dorado, Emperor, Lions of the North, Rights of Man, and Rule Britannia.

You're certain you don't have a claim on their provinces already from a mission or estate or something?

You probably can't fabricate the claim, because you have claims already(e.g. from a mission). You can check that in the province window of the their provinces

Check if you already have claims on all their neighbouring provinces

I checked by clicking on declaring war and getting this "no casus belli" increased war exhaustion penalty warning. So it seems no active claims. Also, clicking on the provinces showed that I did not consider any of those bordering provinces as a core or as having a claim.

In any case, my underlying issue got sorted through a diet that popped up, and one of the options was to subjugate Limbuwan to turn it into a vassal, which I did. As if the game itself somehow acknowledged this mess needed sorting out :)

It is still bugging me though, not knowing why. Never happened to me since I started playing... I´ll post again if I come across this another time.

If you still have a save in which the issue from your screenshot is present, you could post your save and we could try to find out why it happened.
