You get this event by fulfilling a mission. Ally Mamluks and have 150 relations - if they accept you get 2 provinces from them in exchange for money.
You can get this right after gamestart if the mamluks dont hate you
Fairly simple to get them onside if you slap the Ottomans around a bit as a mutual rival or somesuch within the first few years.
If i try this out with console to make it a bit faster, i get the option to cancel the canal and receive 20.000 ducats back (despite investing 0)
But i just tried this in my Venice run in 1500 on ironman and the canal didnt start to be built...?

I personally recommend cancelling it, getting 20.000 cash in 1468 is imo more important than having fleet access to india
