How To Gain Reform Progress [Decadance Disaster]
Hi,

I am playing as the Ottomans, the year is 1640 and I have triggered the Decadence disaster. I'm confident that I can get through all the missions, except for the 'Restructure Administration' mission from the Pashas Disaster, as I am only on level 6 of government reforms while I need to be on level 7 to complete the mission. I only have 140 government reform points out of a possible 300, and only gain 0.05 a month thanks to my decadence, even while having a government reform giving me an extra 10% gov reform progress a month. I know that I can gain 50 reform progress by completing the Janissary missions, but that'll only bring me to 190 gov reform progress.

So, I was wondering, does anyone know anyway to gain gov reform progress without spending more points on switching to other gov reform tiers? Maybe events that have specific trigger conditions that I can hopefully will into existence, rather than blindly hoping they show up?

Any and all help is appreciated.

Reformprogress is consistently gained by having your autonomy as low as possible in every province, or by having legitimacy /devotion /republicanism as well as crown land as high as possible.

There are also great projects which boost your reform progress such as the Doge's Palace in Venice which is relatively easy to vore as the Ottomans.

Via mods you can have stuff like an advisor increasing reform progress, however this is not in vanilla europa.

Get into a bunch of wars to capture Venice and Naples, and get as much cash as possible. Fully upgrade both the Doge's Palace and the Royal Palace. That'll provide another +50% (ish) reform progress. Also, clamp down on autonomy as much as possible, including fully stating everything in your home trade node and throwing everything else that isn't a gold or cloves/spice/silk province into a trade company.

Otherwise, you're looking at a LOT of very random, very unlikely chances to get reform progress via events.

There's a clergy privilege, clerical education, which gives a scaling reform progress modifier depending on loyalty which you could grant. It's not a lot, but alongside the recommendations on the other replies it will get you there faster.
