PU over Milan
Does the Milanese succession give a PU war goal in any situation or only a Subjugation?

In previous versions it used to give Restoration of Union, now it only gives Subjugation. The presumed reason was that there were longstanding bugs in regards to forcing a Personal Union over a non-monarchy target, bugs that have grown distinctly worse as more content has been added (such as Aragon's event allowing them to become a Peasant's Republic).
