"Expand The Terraferma" mission

Hi, i am having issue with one of mission in my Venice campaign:
"Expand The Terraferma"
-> Complete previous mission (completed)
-> grown by at least 2 states (incompleted)

- Do I have to grow by 2 states, meaning, from territory into state, right?
I did that with Lombardy, Emilia-Romagna and Albania. (Not sure if my other states were already as states even with only 1 or 2 provinces - if not, I grown by at least 5+ states already)

What am I missing?

Did you turn the new territories into states?

Same issue here, I have conquered other several states in Italy at the mission does not trigger

I only see one new state in this screenshot(Lombardy). everything else are either territories, trade companies or provinces in states which Venice already has at the start of the game. Venice starts with 10 states, so you must have 12 to fulfill the mission conditions

You are right, thought Venice starts with only capital state and rest are territories! Thank you for help :)
