-Netherlands mission tree (no new PUs but it is still a very good focus tree)
-Italy mission tree (Much better than what italy had prior, but no PUs still. Focus is on roman restoration)
-Timurids tree(from what ive heard it is completely overpowered. Timurids=>Mughals busted)
-Austria mission tree (bit of a side grade imo)
-8 great projects (who cares)
-Incas mission tree (It is not bad, but once you conquer the west coast of SA it becomes a slog to play)
-Something new for venice
Not really any new mechanics outside these countries but if you like these then sure

Many of these flavor changes do have new or special/altered mechanics though.
