Which DLCs should I buy?

It highly depends on what you want to do. If you want to experience everything, then every DLC that adds content (those who are called Inmersion Packs and Expansions) should be on your shopping cart.

If you want to play in Europe then: Art of War, Common Sense, Cossacks, Mare Nostrum, Rights of Man and Emperor are a must, while Domination, Lions of the North, , Rule Britannia, King of Kings, Third Rome and Winds of Change are pretty neat.
If you want to colonize, add to the ones before Leviathan, Golden Century, El Dorado, and Conquest of Paradise.
If you want to play in Asia and Africa then you'll need: Art of War, Common Sense, Cossacks, Mare Nostrum, Rights of Man, Mandate of Heaven, Craddle of Civilization, Leviathan and Dharma. If you want to also add africa then Origins. Domination, King of Kings, Winds of Change are pretty neat for Asia.

There's another DLC, called Res Publica, which is mainly if you want to expand on republics and change national focuses. While useful, it's not that important overall.

And if you want to play in America, I don't know I never played there.

Dont buy any DLC, they just cost too much and all of them add something somewhere. Get the subscription, its way too good of a value.

i say common sense, res publica, art of war, mare nostrum, rights of man, cradle of civlization and conquest of paradise (proper colonies) + free music pack are kinda must... unless ive forgot another other actual dlc / QoL.
unless you kinda want a flavor pack extending mission tree / flavor which is fine too.
now that i notice the sale i might get something tho

Usually people put together a 'Tier list' of dlc, im just about working through my last few items personally over the last couple of years for the less important ones.

If you've got the stable income to, just go for the subscription since its everything future past and present, but since you asked, the above poster's list is sound. Cradle of Civilization i think though is maybe optional.

The business method was bad, but the unit packs are cheap you can search out the cosmetic packs without too much hassle. Here's a link to the wiki:[eu4.paradoxwikis.com]

Wait for deep discount, buy the ones positively rated, no unit or music packs, those are just flavour. People also throw up lists.
