If you want to play in Europe then: Art of War, Common Sense, Cossacks, Mare Nostrum, Rights of Man and Emperor are a must, while Domination, Lions of the North, , Rule Britannia, King of Kings, Third Rome and Winds of Change are pretty neat.
If you want to colonize, add to the ones before Leviathan, Golden Century, El Dorado, and Conquest of Paradise.
If you want to play in Asia and Africa then you'll need: Art of War, Common Sense, Cossacks, Mare Nostrum, Rights of Man, Mandate of Heaven, Craddle of Civilization, Leviathan and Dharma. If you want to also add africa then Origins. Domination, King of Kings, Winds of Change are pretty neat for Asia.
There's another DLC, called Res Publica, which is mainly if you want to expand on republics and change national focuses. While useful, it's not that important overall.
And if you want to play in America, I don't know I never played there.

If you've got the stable income to, just go for the subscription since its everything future past and present, but since you asked, the above poster's list is sound. Cradle of Civilization i think though is maybe optional.
