The inverse is not true when it comes to spreading the Revolution. For that, you must merely be a Revolutionary country (AI nations must either have their capital in Europe or be the Revolution Target) and you cannot attack one of your own subjects.
If this is the case, you must have used the revolution CB to start the war, and peace out that nation (not allies). You cannot get this option if you declared war on the revolutionary target using any other CB.
I'm taking this angle because OP says "Ive beaten them down to 99% surrender and held the revolutionary targets captial/location...still no option". This suggest the war is already declared (and therefore you don't need a CB at this stage)
But maybe I misunderstand
I think your capital must be on the same continent too, right? But you won't get the CB if it isn't
