pls help why cant i chose the Council system?
It says i have to chose the "Council system" to use the "Council system" ? wtf i dont get it ^^

Here is the Screenshot, why cant i chose this? there is no Mission for that :(

Isn't the System of Councils only available to Castille?

what ever i try i cant chose it :( even with castile i cant, the Mission dont exist in my Missiontree
